Get involved – join a citizen advisory committee!

Citizen advisory committees give community members a direct voice in county decisions. These committees provide guidance to the Board of County Commissioners and county departments on important local issues. Members are volunteers appointed by the county commissioners.

Serving on a committee is a valuable way to help shape policies that impact your community and to learn more about how your local government operates.

Current Clatsop County Councils, Commissions and/or Boards:

4-H and Extension Service Advisory Council
The council works with the Oregon State University Extension Service and county Extension staff to plan, support, develop, carry out, and review Extension programs that serve the needs and interests of county residents. The council meets four times a year.

Ambulance Service Area Advisory Committee 
The Ambulance Service Area Advisory (ASAA) Committee helps ensure high-quality emergency medical services in Clatsop County. The committee updates and maintains the county’s Ambulance Service Area plan, oversees the ambulance franchise agreement, and advises the county on issues related to emergency medical services, pre-hospital care, patients, and the medical community.

Budget Committee
The Clatsop County Budget Committee, created under state law, reviews the annual budget proposed by the County Administrator. The committee is legally responsible for recommending to the County Board how funds should be allocated to support required county services for the fiscal year, which begins on July 1.

Fair Board
The Board is responsible for managing the fairgrounds and all property owned, leased, used, or controlled by the County for the County Fair. The Board meets once a month in the evening.

Human Services Advisory Council
The Human Services Advisory Council supports the County in several key areas:

  1. Identifying community needs and setting priorities in three areas: developmental disabilities, mental health, and alcohol and drug services.

  2. Helping select organizations that will provide these services.

  3. Reviewing and evaluating services to ensure they are high quality and effectively meeting community needs.

  4. Offering independent feedback and community perspective to the Board of Commissioners on service plans, decisions, and proposals.

  5. Connecting the County with the broader community through advocacy, public information, and education efforts.

Planning Commission
The Planning Commission advises the Board of Commissioners on land-use issues, holds public hearings on land-use matters, and helps carry out the County’s zoning rules and comprehensive plan. The Commission typically meets once a month for a full day.

Property Values Appeals Board
The Property Values Appeals Board reviews requests from property owners who believe their real market value or assessed value (as of July 1) should be reduced. The Board also considers requests to waive penalties under ORS 308.295.

In addition, the Board:

  • Reviews the Assessor’s Certified Ratio Study each year and provides recommendations to the Assessor.

  • Advises the Assessor on changes to current-year property values when outside events or activities affect a property.

  • Hears appeals related to property value declines that occurred after July 1 and before June 30 of the previous tax year.

Public Safety Coordinating Council
The Public Safety Coordinating Council develops and recommends a comprehensive local corrections plan for both adults and juveniles. It also works to coordinate criminal justice policies among local agencies and organizations. The Council meets once a month.

Recreation Lands Planning Advisory Committee
The Clatsop County Recreational Lands Planning Advisory Committee helps the County develop long-term plans for County parks and updates to the Recreation Lands section of the Comprehensive Land Use Plan. The Committee also advises County staff on updates to the Parks Master Plan and provides a public forum for community input on proposed changes that may affect parks, recreation areas, trails, boat ramps, and related programs. The Committee meets once a month.

Rural Law Enforcement District Advisory Committee
The Rural Law Enforcement District Advisory Committee gives community input to the Clatsop County Sheriff on service levels, enforcement priorities, and overall operations of the law enforcement district. The Committee meets three times a year.
