The Public Works Department requires permits for activities that are performed within the County Road and Public Road right-of-ways. There are three different types of permits that are issued for these activities. Please review the instructions specific to each permit application. Call us at (503) 325-8631 and we will email you a permit form or you can view and print these PDF documents. Please send completed applications to roads [at] clatsopcounty.gov (roads[at]clatsopcounty[dot]gov).
A permit to occupy or perform operations is required for any activity that alters a facility within a County or Public Road right-of-way, including utilities, fences, signs, ditches, culverts, structures, signs, landscapes, tree removal and other items within the right-of-way. (See permit specifications for additional clarification.)

A permit to construct an approach road is required for construction or alteration of a private driveway, approach road or other facility that provides ingress to, or egress from, a Public or County Road, changing the use of an existing access or replacing existing residence.
Please fill out and sign the top section of page 1 of the permit as indicated on permit form (bottom section of page one is filled out by us). Email permit application to roads [at] clatsopcounty.gov (roads[at]clatsopcounty[dot]gov), or mail to Clatsop County Public Works, 1100 Olney Ave, Astoria, OR 97103.
Mark location of approach road with flagging tape. If you don’t have flagging tape, we have it available at our office.
This permit requires two separate approvals, one for the initial approach location and a second approval of the completed construction.
Transportation Permits for Over-Dimensional Loads
For over-dimensional loads, the County’s permitting process is through the State of Oregon Motor Carrier Transportation Section, Over-Dimension Operations at (503) 373-0000 or go to their website.
Don’t forget to call before you dig!
Oregon law requires that anyone digging in private property, or any public right-of-way, call the Oregon Utility Notification Center One Call Center prior to digging. Call 1-800-332-2344 to request a location of buried utilities before you dig. For more information visit their web site.
