Clatsop County Board of Commissioners adopts regulations for the growing, processing, and administration of psilocybin and psilocybin related products
In November 2020, Oregon voters approved Ballot Measure 109, known as the Oregon Psilocybin Services Act. It allows for the growing, processing, and administration of psilocybin at licensed facilities. In 2022, Clatsop County voters adopted a temporary 2-year moratorium on the growing, processing and administering psilocybin and psilocybin-related products in the unincorporated areas of Clatsop County. Effective December 14, 2024, that moratorium has been replaced by the adoption of Ordinance 24-20.
The Clatsop County Board of Commissioners adopted definitions, minimum operational and locational standards, and a review review process for psilocybin farm uses, manufacturing and licensed administration centers. The rules were added to the County Land and Water Development and Use Code (LAWDUC) These regulations are only in effect outside of the municipal boundaries of the five cities in Clatsop County. If you have questions about the County adopted regulations, please contact the Clatsop County Community Development Department. If your are looking at establishing a psilocybin use in a city, please contact that city directly as rules vary between jurisdictions.
